Former U.S. Congressman Phil Sharp, President of Resources for the Future, will provide a perspective on American state and federal climate policies and on developments in U.S. energy markets which will impact greenhouse gas emissions.  He will also speculate about the outcome of current policy disputes.  The failure of the last Congress to adopt a  comprehensive policy was a major setback in the drive for significant cuts in emissions; however, various policies in place will lead to emissions reductions.
