Voluntary Subnational Review (VSR) | Localizing the SDGs in Italy 2022

This publication, a joint work of Associazione italiana per il Consiglio dei Comuni e delle Regioni d’Europa (AICCRE) and Fondazione Eni Enrico Mattei (FEEM) aims to tell the path that Italian local authorities have taken in recent years and what results they have achieved by applying the principles of the UN 2030 Agenda and the National Sustainable Development Strategy (NSDS).

AICCRE and FEEM have worked together fo years to analyze and study tools suitable for the local government level for achieving sustainable development. These pages provide the current legislative framework of local governments and their degree of involvement in the localizing SDGs. The commitment of local authorities in the process of sustainable development and the importance of multi-stakeholder partnerships are highlighted. A specific chapter is dedicated to studying the SDG indicators at the city level and how the data has been collected at the local level. In particular, the level of achievement of the UN 2030 Agenda Goals by local authorities from a scientific point of view is analyzed for each Goal. The data is also accompanied by a qualitative narration of examples of local policies that seeks to represent the diversity of entities by size, geographical representation and on the basis of the documentation supporting the data collected. At the end of the publication, the strengths and weaknesses of local governments are collected with respect to the localizing process, trying to present a series of final recommendations that are considered useful to ensure the improvement of results.

The publication will be presented in New York on July 6, 2022 at the United Nations High-Level Political Forum during the session SDG Solutions to Rethink the City and on July 7, 2022 at the United Nations High-Level Political Forum (HLPF) during the session Fostering the achievement of the Sustainable Development Goals from the local level towards the 2023 SDG Summit of the HLPF Special Event Fifth Local and Regional Governments Forum on the 2030 Agenda.
