By addressing the issue of electricity access in emerging markets, it is a common misconception to consider only the generation capacity. Experience suggests that equally important is transmission infrastructure, driving domestic economic growth and facilitating interchange and, ultimately, peace. This paper analyzes major transmission development projects and initiatives in a complex and troubled area, the Horn of Africa, and opens to possible next steps.
