As World Governments are setting out recovery plans and strategies to push the economy beyond the pandemic crisis, energy transition is gaining momentum. Among the new fuels and technologies that Governments want to support, hydrogen is receiving unprecedented interest and investments. As of September 2021, 25 countries have released hydrogen strategies. Our study carried out an in-depth analysis of all these strategies classifying drivers, priorities, and policy measures to develop a comprehensive comparison tool that shows how each single strategy rates with respect to the others in terms of ambitions, targets, costs, policies, and internal coherence. The study shows a considerable heterogeneity among strategies in terms of environmental ambitions, technologies to support and sectors to prioritize. Moreover, albeit the genuine interest for hydrogen, most strategies do not provide enough clarity for businesses and investors, thus showing which Governments are really leading the hydrogen race.
