The 23rd session of the Conference of the Parties (COP 23) to the 1992 UN Framework Convention on Climate Change (UNFCCC) was held in November 2017 with the view to make progress on the development of the operational details of the Paris Agreement.
The Paris Agreement undoubtedly forms a milestone in the fight against climate change. It sets the framework for the global common action against greenhouse gas emissions, by both developed and developing countries, fort the next decades.
The Paris Agreement did not resolve all the bottlenecks and critical points addressed by the international community since Bali in 2003 (COP13). The upcoming period, including the ongoing climate talks, will tell whether the structure and rules of the new treaty form a workable framework to tackle climate change and keep the global temperature rise well below 2C above pre-industrial levels.
This seminar will discuss the main elements of climate negotiations on the Paris Agreement implementation, in particular the results of COP23 on matters such as 1) mitigation and Nationally Determined Contributions (NDCs), 2) transparency framework for action and support, 3) various approaches and Article 6 and 4) climate finance.
