ENTRACTE in a nutshell: EU-research project releases short film

Abstract

Milan, April 30, 2015 - The ENTRACTE research project, funded by the European Commission, assesses the EU's climate policy portfolio. In order to optimize the policy mix, it is crucial to provide a deep understanding of how climate policy instruments interact with each other and with related policy instruments. In particular, ENTRACTE looks at the European Union Emissions Trade System (EU ETS) taking into account its interaction with additional policy instruments, such as energy efficiency standards, renewable policies, etc. Practical barriers in the implementation like information asymmetry, uncertainty, political and legal constraints as well as behavioural aspects are considered. The project’s ultimate goal is to provide pragmatic guidance to policy makers for designing effective, cost efficient and politically and legally feasible climate policy portfolios needed to achieve medium-term and long-term greenhouse gas reduction targets in Europe. In order to achieve a synthesis of research results by identifying strengths and weaknesses of different instrument mixes, ENTRACTE brings together eight internationally renowned research teams from all over Europe, including well-known research organisations and a small and medium sized enterprise (SME).
Fondazione Eni Enrico Mattei is a partner in this project, leading the research on the role of innovation policies, and contributing to the research on topics such as the rebound effects and the measurement of policy stringency.

The ENTRACTE consortium has produced an animated short film, aiming to provide the public with a better understanding of its research work and raising awareness on the research topic. Over several months a film team developed a story about environmental issues and climate policy instruments applied within the EU. The film story is narrated around two main characters, the “Climate Policy” and “ENTRACTE” to exemplify issues with emissions trading and renewable energies. The ENTRACTE film is now available on the project website: www.entracte-project.eu/film.

Responsible for the concept and implementation of the film was the ENTRACTE partner Eurice in cooperation with the coordinating institution ZEW and the Filmakademie Baden-Wuerttemberg, Institute for Animation, Visual Effects and Digital Postproduction.

About ENTRACTE: Economic iNsTRuments to Achieve Climate Targets in Europe
ENTRACTE aims at identifying a feasible climate policy mix to achieve long-term greenhouse gas reduction targets in Europe. The project assesses the EU's climate portfolio paying special attention to the European Union Emissions Trading System (EU ETS) and its interaction with additional policy instruments.

The ENTRACTE research project is funded under the 7th Framework Programme of the European Union and is coordinated by the Centre for European Economic Research (ZEW) in Mannheim, Germany. Nine partners from six European countries collaborate in the ENTRACTE consortium within the project's lifetime of 37 months, starting September 2012.
