The project aims to develop innovative solutions for risk management in contexts of scientific uncertainty through an integrated approach that involves professionals, communities, and institutions. Structured into six work packages (WP0-WP5), the project addresses four main macro-objectives: criminal liability in high-risk sectors (WP1), mediation and facilitation in decision-making processes (WP2), socio-economic integration in risk governance (WP3), and auditing in complex organizations (WP4). WP5 focuses on developing regional case studies and a technological platform, Nexushare, for stakeholder engagement. The platform will be tested in specific regions (Lazio and Basilicata) and co-validated with the aim of supporting effective and shared public policy decisions, promoting urban resilience through participatory and community-based methods.
Expected Results
The expected outcomes of the project include:
- Criminal liability and compensation: Production of a manual on the criminal liability of civil protection operators; analysis of laws and rulings through the Nexushare platform; review of real case studies highlighting social, economic, and environmental injustices.
- Mediation and conciliation: Creation of guidelines to promote mediation and conciliation in emergencies, integrating technical, economic, legal, and ethical-social aspects; simulations with communities and professionals to assess the effects of co-participation.
- Multi-risk governance: Guidelines on the integration of socio-economic criteria in risk management; reports on the benefits of including socio-economic parameters in hydro-climatic risk management; study on the application of innovative insurance tools (e.g., GEOSAFE).
- Auditing and control: Guidelines on auditing and control for complex risk management; case studies on early warning systems and post-disaster reconstruction (Lazio and Basilicata); innovation in auditing procedures through ESG/PNRR models.
Policy/Social impactÂ
The project will have a significant social and policy impact by improving the management of natural and climatic risks through participatory and inclusive approaches. The Nexushare platform will facilitate the involvement of communities, professionals, and institutions, promoting the co-definition of public policies based on consensus and the integration of socio-economic variables. The adoption of mediation and conciliation tools will help reduce conflicts, ensuring fairer and more transparent decisions. Additionally, the guidelines and auditing procedures will strengthen risk governance, improving prevention and community resilience, with direct benefits for planning and emergency response policies.
