We investigate how changes in incentives to publish implemented at the country level relate to the number of submissions, publications and acceptance rates to the journal Science for 30 OECD-monitored countries for the period 2000-2009. Country is determined by that of the first author. Our analysis shows that submissions correlate with incentives and cash bonuses elicit a particularly large increase in submissions. We find some indication that publications relate to career-based incentives and that acceptance rates relate to cash bonuses.
