Framework contract for services in the field of policy development and assessment in relation to climate change - CPF

Abstract

For years, climate change abatement has been a top priority for the European Union (EU). In 2005 the EU supported the ambitious scientific objective of keeping the global temperature increase below 2°C compared to pre-industrial levels, if catastrophic and irreversible environmental changes are to be avoided. To support these objectives, the EU has developed a climate strategy, incorporating more climate change policy areas, incentives for innovation, and adaptation policies.

In this regard, DG CLIMA calls for a significant breadth and depth of expertise so as to grant continuous assessment of the effectiveness and correct implementation of community policies, particularly with respect to attainment of the Community’s objectives in the field of climate policy development.

FEEM is partner in a Consortium of 27 organisations supporting the DG CLIMA in the field of policy development and assessment in relation to climate change in 2012-2013. The Consortium, lead by ICF International (UK), includes high-level experts in project management and consultancy, modelling and economics as well as specialists in energy, climate, environment and transport. FEEM is part of the modelling and economics group of the Consortium.

The Consortium aims at providing support to the DG CLIMA by focusing on the following areas:

  • Assess the climate dimensions of all relevant Community policies;
  • Contribute to the development and implementation of cost effective international and domestic policies to protect the ozone layer;
  • Support international negotiations on climate change and ozone depleting substances;
  • Assist the EU in setting and meeting its targets for 2020 and beyond to reduce greenhouse gas emissions and assess the impacts of possible policy options, including the establishment of robust and transparent EU-wide monitoring, reporting and verification (MRV) systems;
  • Contribute to developing and implementing the EU emissions trading system and its links with other carbon trading systems as well as developing and monitoring the implementation of Member States' emission reduction targets in sectors outside the EU ETS;
  • Assess the development and demonstration of low carbon and adaptation technologies, especially through the development and implementation of cost effective regulatory frameworks for their deployment as well as through the development of appropriate financial support schemes;
  • Examine cost effective options, strategies and policies for adaptation to climate change, including targeted, dedicated adaptation as well as the assessment of mainstreaming options for most relevant policy areas and corresponding legislation, at all levels.
