Profile

Manfred Hafner is Professor in international energy studies teaching at the Johns Hopkins University School of Advanced International Studies (SAIS) Bologna Center, at Sciences Po Paris School of International Affairs (PSIA) and at Skolkovo Moscow School of Management; he coordinates activities relating to energy markets and energy policy at the Fondazione Eni Enrico Mattei (FEEM); is Senior Scientist at the Euro-Mediterranean Center for Climate Change (CMCC); is Associate Resercher at the Centre for Research on Energy and Environmental Economics and Policy (IEFE) at Bocconi University; and is President for Europe, MENA, Russia and CIS at International Energy Consultants (IEC). He also teaches/taught at the Ecole des Mines de Paris, IFP-School, HEC-Paris, the Florence School of Regulation and the Geneva Graduate Institute of International and Development Studies, etc. He was for many years the Scientific Director of the Observatoire Méditerranéen de l’Energie (OME).
Prof. Hafner has consulted extensively on energy issues for governments, international organizations (EC, WB, IEA…) and industry. He has a more than 25 years international working experience in energy. His key qualifications include i- project management (he coordinated many large and interdisciplinary projects including for the EC), ii-energy supply and demand analysis, and iii- scenario building (including technological, economic, financial, geopolitical and policy analysis).
Concerning his recent activities within FEEM for the European Commission, we mention that he was scientific co-coordinator of the SECURE project on energy security research for Europe, he directed in the framework of the THINK project (Think Tank hosting an Interdisciplinary Network to provide knowledge support to EU energy policy making) a public report “Transition towards a low carbon energy system by 2050: what role for the EU” which was used as an input to the EC “Energy Road-Map”, and coordinates a work-package “Energy and mitigation of climate warming” in the framework of the MEDPRO project (Foresight analysis of the Mediterranean region). He also organizes the FEEM Gas-Talks, an annual closed-door brainstorming workshop gathering high level international experts (from academia, international organizations, industry) to discuss mid- to long-term challenges and opportunities for international and European gas markets.
He is presently a Member of the high-level EU-Russia Gas Advisory Council set up by EC Commissioner for Energy and Russian energy Minister to provide input to the EU-Russia Energy Dialogue, as well as a Member of the EU-GCC Clean Energy Network.
Dr. Hafner holds master degrees in energy engineering, economics and policy from the Technische Universität München (Germany), the Institut Français du Pétrole (France), the Université Paris2/Panthéon Assas (France) and the University of Pennsylvania (USA). He also holds a PhD (summa cum laude) from Mines Paris-Tech (Ecole des Mines de Paris). He speaks fluently English, French, German, Italian, Spanish and Russian.
